Since the Python documentation is now compatible with Sphinx 3.2, I propose to update Sphinx to Sphinx 3.2.1 in Doc/Makefile. |

This change should not be backported to Python 3.9 and older. I prefer to focus Sphinx 3 support in the Python master branch. |
