Moves most of the specializations from
CALLtoPRECALL. This saves a dispatch for many calls.Skipping news, as this is a purely internal change.
It also makes
PRECALLa misnomer,START_CALLwould be better.Maybe we should rename
PRECALLandCALLtoSTART_CALLandEND_CALL, but that's for another PR.https://bugs.python.org/issue46329
