Provide copy of documentation for offline use

I installed a nightly using rustup but as far as I can tell I have no way to look at the standard library reference without an internet connection (e.g. on a plane). It would be nice if there was a bundle that I could download for all of the rustdoc.

It should be included in the tarball that rustup downloads. It's probable that rustup doesn't install it because there isn't an obvious place to put the docs.

A few options I see:

1. Cargo docs are put into /usr/local/share/doc/cargo/ on Linux - we could just put things in /usr/local/share/doc/rust/ (and equivalent for Windows, etc.).
2. We could unpack them in $CWD as doc or rust-doc.
3. We could also add a --docs= flag to rustup that would put them somewhere user-specified.

I install temporary software (like these nightly builds) into a directory that isn't systemwide. I was happy to see rustup accepted a --prefix argument, and that all the binaries/libraries/etc were placed relative to that. I expected the docs to show up in $prefix/share/doc/rust or something like that.

Alternatively, I don't really understand the line between "docs controlled by cargo" and "docs builtin to rust". With Go, to see docs you run godoc and it queries all docs, both builtins and libraries you've installed, in a single hierarchy. (And it can bring up a web server that serves a page identical to the online docs except with your locally-installed libraries included in the documentation.)

However, just dropping the HTML files in the install dir would be a fine start!
