LinuxTools builder: TOOLSTATE_REPO is undefined #62754
Description
This may or may not have the same fix as #62753, but the LinuxTools PR builder doesn't have access to the same variables as the auto builders, which means the docker image fails at the very end (https://dev.azure.com/rust-lang/rust/_build/results?buildId=3593&view=logs) with an undefined env var.
