I think technically they actually desugar into #[doc = "/// foo"], although I don't think anyone other than rustdoc would ever deal with that (and its arguably a bug). Perhaps saying that /// foo is "equivalent" to #[doc = "foo"] in the sense of what rustdoc interprets instead?
