`scala.collection.Map.foreachEntry` backport for 2.11/2.12

Scala 2.13 introduced foreachEntry which avoids the allocation of tuples. It would be good for this method to be available when support for Scala 2.11/2.12 is still needed. I think it's OK for the 2.11/2.12 version to be less efficient.
