Deprecate unused web-specific MimeTypeUtils constants [SPR-15137]

MimeTypeUtils has a subset of MediaType's constants but hardly any are actually used. Let's deprecate unused ones and remove them in 5.0 altogether.

It looks like we can safely remove MULTIPART_FORM_DATA, APPLICATION_FORM_URLENCODED and the specific XML variants APPLICATION_ATOM_XML} and {{APPLICATION_XHTML_XML in 5.0, leaving those up to the corresponding constants on MediaType (where a much richer selection is available). Let's deprecate those in 4.3.6 then, leaving just 10 basic constants in MimeTypeUtils.
