Description Of Changes
This PR adds two pieces of related functionality to the declarative syntax by allow the user the ability to change the layer edge color and linewidth on
MapPanelplots. This is especially useful for plotting satellite and other image related data where the default of black is not a great option for plotting purposes.While this was not directly addressed in #1016, it is in the spirit of adding improvements to the declarative plotting interface.
