Fixes #97

This update aims to improve how the Test Team Reps are elected:

  1. Requirements for members to be nominated. Historically users without even Contributor Badges could be nominated, now the idea is that some experience in the Test Team is earned, so the transition requires less mentoring
  2. One change, introduced in the last voting, was not officialized yet, having only Test Contributors votes counted for the elections.
  3. Self-nominations are more important than nominations from other members. Members should agree on time to go into the position, and ideally no random users should be nominated.

The guidelines are reasonable, but I would suggest that contributors be actively engaged with the Test Team and aware of current activities. For example, having a contributor badge from a contribution made a year ago shouldn’t automatically make someone eligible. To be nominated as a rep, one should be consistently participating in meetings and ongoing team efforts.

@kjnanda yes, I think that this has been introduced in the new version. Requirements are planned to be much higher than just a Contributor Badge.
