Enabling memcached causes "Waiting for property cache" messages and server spinning #885
Description
What steps will reproduce the problem?
1. enable memcached servers in MPS with prefork MPM
2. (I think) turn on LoadFromFile in configuration
3. run traffic
Too many "waiting for property cache" messages in log. Eventually, httpd
processes start spinning and the system performance degrades.
