[Proposal]: Add OpenAPIMetadata

Describe the Proposal

Similarly to DbalMetadata we want to add OpenAPIMetadata allowing to create custom metadata that OpenApiConverter is going to use later to decorate schema elements.

API Adjustments

Flow\Bridge\OpenAPI\Specification\OpenAPIMetadata with all options we can pass to a single schema elements
