Bash does no longer start and cannot be uninstalled #1388

After not using my Windows 10 Insider installation for a while I recently updated it to Build Version 10.0.14971 . After doing so bash no longer starts up correctly. It exits with:

>bash.exe
Error: 0x80040154

I attempted to reinstall it but trying to uninstall it gives me:

>lxrun /uninstall /full /y
This will uninstall Ubuntu on Windows.
This will remove the Ubuntu environment as well as any modifications, new applications, and user data.
Uninstalling...
Error: 0x80040154

I could not find any useful information about that error code in relation to bash on windows. Any idea what went wrong?
