Add synopsis explanation to command reference

The handbook should contain a detailed explanation of what the different styles of syntax mean as they are used by the command synopsis, and the individual pages of the command reference should then contain a link to this explanation.

This could avoid misunderstandings like https://github.com/wp-cli/config-command/issues/120.
