Despite over two years of genocidal violence, your government has continued military exports to Israel, both directly and indirectly via the U.S., and continued to fund this massacre by buying millions in Israeli weapons. I was hopeful last year that Canada would finally fulfill its obligations under international and domestic law by declaring a two-way arms embargo. Unfortunately the government only paused some export permits. Canadian weapons and components, including bomber jet parts and explosives, are continuing to be exported to Israel, via a loophole in Canadian law that lets them be exported to the U.S. en route to Israel, untracked by Canada and without even requiring a permit.

I am calling you today as we watch Israel once again escalate its violence against Palestinians. Emboldened by the lack of consequences for their incessant violations of international law, Israel is pushing ahead, massacring hundreds of Palestinians one school, hospital, and tent camp at a time. Canada continues to fail the Palestinian people by allowing this genocide to continue, and by refusing to sanction Israel or implement a two-way arms embargo.

I urge you to join the dozens of MPs and hundreds of organizations and unions representing millions of Canadians, and show us that you are listening to residents of your riding, by signing on to the Arms Embargo Now statement at ArmsEmbargoNow.ca and demanding that the loophole in Canadian arms export laws that exempt military exports that travel to the US finally be closed.

I have been outraged by our government’s complicity in these atrocities against Palestinian people and refusal to implement a full arms embargo.

How does the Canada-Israel arms trade work?

The flow of military goods between Canada and Israel operates through three distinct avenues: 

Direct commercial exports from Canadian companies to Israel. These exports require permits issued by the Canadian government, many of which have now been paused because of the pressure our movements have put on the Canadian government to stop arming Israel. 

Indirect exports where Canadian arms are shipped to Israel through transfers via the United States, employing a major loophole exempting military exports to the US from having to go through Canada’s permitting requirements, human rights risk assessment regime, and any measure of transparency. 

Imports of Israeli military technology and hardware, including the purchase of weapons that have been deployed against Palestinians during the current bombardment of Gaza, and are in turn marketed to international customers like the Government of Canada as “battle-tested” and “combat-proven.”

The No More Loopholes Bill is about addressing the second of these pathways.

How does the US Loophole work? 

Every year, Canada exports over a billion dollars of military goods to the US – the vast majority without permits, regulation, or any tracking of their final destination. Canada’s arms exports to any other country require permits and are evaluated for risk of being used to commit war crimes or other gross violations of human rights. But most of our military exports to the US are exempt from permitting or regulatory oversight due to diplomatic agreements between the two countries – even for weapons or arms components subsequently destined for non-American end users.

Once in the US, Canadian-made components are integrated into major weapons systems including warships, drones, fighter jets, and missiles by American military giants like Lockheed Martin and Raytheon. Many of these weapons are then sent on to Israel — as detailed in the latest Arms Embargo Now report.

The vast majority of the Canadian military goods and technology that Israel is using in its ongoing genocide has gone to Israel this way, ie. through the US first. The Canadian government’s pause on issuing direct permits for military exports to Israel did not impact these exports at all: Canadian-made military goods have continued to flow to Israel through the US loophole.

What is the No More Loopholes Act?

The No More Loopholes Act – formally calledC-233 An Act to Amend the Export and Import Permits Act – is a Private Member’s Bill (PMB) proposed by NDP MP Jenny Kwan (Vancouver East) and presented to Parliament on November 19 2025. 

If passed, it would amend Canadian law to:

1) Close the U.S. loophole: No more automatic exemptions for U.S.-bound weapons.

2) Treat parts like weapons: Military components face the same scrutiny as finished systems.

3) Ban complicity in war crimes: Adopt international law that prohibits exports linked to genocide or crimes against humanity.

4) End blanket permits: Every export requires individual approval and human rights review.

5) Transparency: Annual reports to Parliament on what Canada exports and where it goes.

UN call for arms embargo: The urgent need for an arms embargo has never been clearer. United Nations experts have officially called for an immediate arms embargo on Israel, specially naming Canada as a military exporter that might be held liable for aiding and abetting war crimes. The UNHRC, which is the UN’s top human rights body, has passed a resolution calling for all countries to impose an arms embargo on Israel. 

This is a majority opinion! The Arms Embargo Now statement has been signed by 400+ organizations, unions, and faith groups representing several million people across Canada. Over 82,000 Canadians signed a parliamentary petition demanding an embargo on military exports to Israel.

  • Canada has both a moral and legal obligation to do everything in its power to prevent genocide. Your constituents are watching, history is watching, and millions of lives are at stake. Know that when you stand up for Palestinians in Gaza, you are standing with people of conscience throughout our riding and across the world.
