TOC: Configurable permalink title attribute

Would be nice to have an ability to set a custom title text for permalink title attribute. For example:

- toc:
    title: 'Ссылка на этот раздел' #Custom title here
    permalink: '#'
    slugify: !!python/name:pymdownx.slugs.uslugify

For now, "Permament link" text is simply hardcoded within toc.py:

Yes, this should be customizable for our non-English users. Of course, PRs are welcome.

Why what? It is not unreasonable for non-English speakers to want hints, such as the hover on permalinks, to be in their native language.

I'll go a little further:

• it would be useful to be able to set all kinds of html attributes (such as aria-label or aria-hidden) on this permalink.
• and instead of providing a simple str like "Permanent link", using string.Template or str.format() with named placeholders would be really powerful.

I'm thinking about something like this:

permalink = "#"
permalink_attributes = [
    # (Attribute name, value)
    ("aria-label", "Permalink for {title}")
    ("aria-hidden", True)
    ("title", None) # Override the default and does *not* set the title attribute
]

Is it still in the scope of the toc extension?
