We really need to start treating these as fraud cases. The idea that they couldn't find a domestic applicant to manage a Burger King in a region with an 8% unemployment rate is laughable.

"Modular homes" is just a construction method where most of the fabrication work is done in a shop, then assembly and tie-ins are done at site. Not everything rectangular is a "shipping container".
