    What is Part VII?
Part VII of the Official Languages Act states that the federal government must:
•	support official language minority communities
•	promote English and French
•	protect and promote French
•	support learning in the minority language
    What is substantive equality in official languages?
Official language minority communities and English and French must have:
•	the same status
•	the same rights
•	access to the resources necessary to bring about this equality
    Where do the draft regulations fall short?
The committee found the proposed rules:
•	are too vague
•	do not require measurable results
•	would not necessarily improve the vitality of official language minority communities even if federal institutions followed them to the letter
