Cutting latency for everyone doesn't make access equal. A faster network still runs over cables of different lengths, so whoever sits closest to the matching engine keeps the shortest path, and lower latency just sharpens the edge they already had. Fairness comes from equalized 
In case it’s not clear, I see @TheHUB as the logical center of gravity where every DEX, trader, validator, oracle, and blockchain infra will have to be (residents or cross connected) to compete. Then that should extend to CEX’s and TradFi players assuming the onchain activity- Beeks is now live inside TheHUB.
