[Feature] utest覆盖测试脚本统一

目前主线已经有两个utest脚本了，分别是：

• https://github.com/RT-Thread/rt-thread/blob/master/.github/workflows/utest_auto_run.yml（编译+运行）
• https://github.com/RT-Thread/rt-thread/blob/master/.github/workflows/action_utest.yml（仅编译）

可以考虑将action_utest.yml统一合并进utest_auto_run.yml了，然后内核的测试可以统一放在default.cfg中

可以的，utest的一些文件尽量放到sample中，.github里面尽量不要放cfg文件

可以的，example后面会把utest相关的都抽出来，并分布式放到各个模块下，然后涛哥你看下要不放这里：

example中的utest建议放example那里，位置不动吧。这个其实属于比较特别的sample，utest中应该是包含各个文件夹，和rtthread中的文件夹类似的，做一一映射，比如utest/component, utest/src, utest/bsp, utest/component/dfs， 这样会方便查找。放这里components/utilities/utest 会比较难找。
