Disable email notifications for suspended users

Describe the bug

User gets an email notification for issues they subscribed to even when account is suspended by admin.

To Reproduce

Steps to reproduce the behavior:

1. Go to Settings -> Notifications page while logged in as user A.
2. Turn on "All new questions" and click Save.
3. Suspend user A from admin panel.
4. While logged in as user B, post an example question.
5. User A receives an email notification about the newly posted question.

Expected behavior

User A should not receive email notification about newly posted question (and all other subscribed notifications except account-related ones), when the account is in suspended state.

@elquimista I tried other platforms, all email sending stopped during the suspension period. This has indeed not been taken into consideration currently.
