Summary of the pull request
Now that the sdk has been published, this PR updates the version of the SDK that is used in Dev Home to the new version. I also updated projects that were added for this dev environments project to use win app sdk 1.5 to prevent any build errors when this goes into main.
DevHome's sdk previous version : 0.100.369
DevHome's sdk new version: 0.200.427

Validation steps performed
Rebuilt Dev Home and confirmed all preview and canary versions of extensions are still working. Github extension and Azure extension all still clone repositories and allow users to login through their respective flows. Core widgets are also still working as expected.
