Backport the changes from gh-111062.
I kept the changes for the reusable workflows as similar to
mainas possible, to avoid future conflict, so they include somefree-threadedhandling.But the top-level workflows do not have the
build_[OS]_free_threadedjobs, so no free-threaded jobs are used.
