Building LLVM with VS 2019 works for me. Did you delete the llvm build directory before trying it?

I did. I just deleted it again and am getting the same error:

It looks like you have an older cmake in PATH. Also why do you use vcvarsall.bat?

Ah, thank you! Looks like whatever I checked in the installer installed cmake version 3.13.19031502-MSVC_2 that was overriding the 3.14 I'd installed manually.
The build is now running; assuming it completes successfully I'll make a new PR.
(And I don't know if I care aboutvcvarsall; I just used the "x64 Native Tools Command Prompt for VS 2019" shortcut from the start menu that it installed.)
