This PR adds the Rust for Windows book (previously hosted at https://kennykerr.ca/rust-getting-started) to the repository and creates a unified docs/web area with a simplified workflow.

A top level link to the crate documentation (mainly https://microsoft.github.io/windows-docs-rs/ since it's not on docs.rs) could be helpful too.
