Image dimensions & media settings discrepancy

Description

When adding media sizes in the media settings page (i.e. change size large from 1024 to 1100px), these values are not adhered to in the block editor image block. The values seem to stick to their own defaults.

This creates quite a confusing situation for clients. In my opinion, image sizes set in media settings (as this implies a global setting) should transfer the new defaults in any image block.

Step-by-step reproduction instructions

1. Go to settings -> Media
2. Change the large size to something else then 1024, (i.e. 1100) and save.
3. Add an image block in the block editor
4. Inspect the image-dimensions -> large size when selected.

Regenerate thumbnails fixed this issue.

Even though I'd like to have this issue closed, it still remains a thorn in my side for over 5 years that 'regenerating thumbnails' after media sizes are reset (in an options page provided in core), is still dependent on a plugin. It should be core functionality for a mature CMS as WP, no?
