Lgtm! Confirmed on testing and on one of the prod servers. Note we can't yet test until some changes are made on the IA-side (CC @scottbarnes )

Noticing an uptick in cpu strain on the servers. Also in light of the partials endpoint being now also converted to fastapi, it might be time to reduce the number of webpy workers further. Hard gauge without visibility though! So implement the fastapi prometheus integration.
