PDF attachments are not available with some GitHub Copilot models

Description

I can’t attach or use PDF files with certain GitHub Copilot models, even though those models support PDFs. OpenCode treats them as if they only accept text and images, so PDF support appears to be missing.

Steps to reproduce

1. Set up the GitHub Copilot plugin.
2. Select a model that supports PDF files.
3. Try to attach a PDF to a prompt.
4. Notice that the PDF is unavailable or the model is reported as not supporting PDF input.

Expected behavior

PDF attachments should be available when the selected GitHub Copilot model supports them.
