Currently it will always load proc-macros for the host. In the future it may also start loading wasm proc-macros. This way rust-analyzer doesn't have to pick between both options itself.

self-profile more of borrowck As discussed in the t-types meeting, this PR adds a handful of interesting parts of borrowck to the self-profiler. They can be quite hot sometimes, and it would be good to see them in rustc-perf, or when using the self-profiler locally: - two for liveness - the various dataflow analyses r? @jackh726
