1) Kid reached out 2) Not from a competitor in D2/FCS/FBS but a JUCO (the whole point of JUCO is to get to the NCAA/NAIA 3) Stepps said they didn't have a spot but was trying to help the kid land somewhere else 4) UND self-reported. This is a ridiculously punitive from the NCAA
