Indeed they were excluded, since they weren't a threat, so no need to include 'em in the pact. But maybe that will change. That said, werecats definitely subscribe to the sentiment that they don't want to belong to any group that *wants* them to belong.

You can't make a pact to unite all the sapient peoples...and then exclude one of them. THE WERECATS BLED FOR THE CAUSE. The whole idea was to ensure that all of the free peoples of Alagesia would be united in decline and victory, but the Werecats were cruelly excluded!
