Not possible to submit PR without a ADO link?!

It looks like the PR enforces creation of an ADO item.
Else PR validation fails

What is the contribution workflow for external contributors? How do they create ADO item for this repo ?

@saurabh500 - Just checked the workflows, this is a point we missed while adding security restrictions for the repo.
Actually, due to SFI - getting external PRs validated needs a bit of manual intervention form internal team members.
The security policy requires that any PRs (pull requests) from non-MS contributors must be triggered or commented on by a MS employee before CI/CD pipelines can run.
Hence external contributors can create a PR, but validating it further and creating tasks etc. for internal tracking will need to be done by team members.
But still, we need to add a check of ensuring that the PR description links either GH Issue (external contributors) OR ADO link (internal contributors).
Thanks for bringing this up, will add this in workflow checks. Will also reformat and add these details in CONTRIBUTING.md
