Python 2 support ending

Starting in 2022, all future debugpy releases will support Python 3 only. debugpy 1.5.x is the last version branch to have Python 2 support; it will see one more release with accumulated bugfixes before the cut-off.

Note that it will still be possible to use older versions of debugpy for remote ("attach") Python debugging in Visual Studio Code.
