Transfer rust to mozilla administrative group on github

According to this, all that should be necessary is for graydon to be granted admin rights in the mozilla organization, at which point the option becomes available in his control panel.

Moved. Working on making, I think, a "rust team" for delegated admin access among the former "contributors". Or something?
