Principal
Jeff is passionate about building homes and stronger communities. As a trusted Development Consultant and Owner’s Representative, Jeff guides his clients through the entire development process. Through working on projects ranging from custom homes to infill multi-family to large mixed-use projects, Jeff brings a deep understanding of construction and development in projects across the Lower Mainland, Sea to Sky, Gulf Islands, and Interior of BC.
Outside of his private sector work, Jeff contributes his expertise to various non-profit organizations by providing guidance on development feasibility and project management. He currently serves on the Board of Directors for the Squamish Community Housing Society and chairs the Development and Acquisition Committee, aiding in the creation of more affordable housing within his community.
Development Manager
With a strong foundation in project management for the delivery of civil infrastructure, and a growing focus on building improvements and supportive/social housing, Jamie brings a thoughtful, detail-oriented approach to every project. She is passionate about shaping inclusive, high-quality developments that respond to real community needs.
Jamie is known for her collaborative mindset, clear communication, and ability to guide complex projects from early planning through to completion. She thrives in team environments and is committed to building strong relationships—ensuring each project is not only well-executed, but also rooted in purpose and place.
Director of Operations
Robin’s MBA equips her with the strategic acumen to ensure Waters Development operates seamlessly, building the structure and systems that drive the company’s success. Backed by over eight years of experience in project management and business operations, she takes a strategic, solutions-driven approach to optimizing internal functions and empowering the team to deliver high-quality work.
Previously a Director at a Vancouver-based design-build firm, Robin honed her expertise in managing strategic projects, construction project estimating, and working cross-functionally between the design, construction, and finance teams. Now, she oversees critical behind-the-scenes functions at Waters. Her focus on efficiency and scalability strengthens the foundation that enables the team to deliver top-tier projects.
Development Manager
Jessica brings senior-level, cross-disciplinary leadership to complex multi-family and mixed-use developments across Canada. With an academic foundation in planning and active pursuit of Registered Professional Planner (RPP) designation, she applies policy fluency and technical rigor across the full development lifecycle. Her experience includes land and planning feasibility, entitlement strategy, consultant and authority coordination, financial alignment, schedule oversight, and delivery execution, contributing to more than 2,000 homes brought to market.
Jessica has led projects incorporating mass timber construction and has extensive experience supporting Indigenous-led and partnership-based developments, working within diverse governance structures and stakeholder environments. She is known for translating complex regulatory and technical inputs into clear, implementable development strategies and for building strong relationships that support disciplined delivery, business objectives, and long-term community value.
