• In May 2019, the team announced that JSConf EU 2019 will be the last edition of the event https://2019.jsconf.eu/an-update/

I'm not sure we've agreed on plans for the EU collab summit (but maybe I missed that). Discussions I've been part of so far were around that it would make sense for the EU collab summit to be later in the year (say Nov/Dec, possibly aligned with NodeConf.eu) but I don't think it's agreed/finalized.

nope, there hasn't been an agreement on what will or won't happy for the EU Collab Summit. Later in the year seems to be thought, but no specifics yet.

https://lwn.net/Articles/814469/ might be interesting, IIRC from the last collab summit I was at, the organization of the tracks was largely manual, but it looks like some tooling might exist for exactly this kind of get together.
