Improve download-all-build-artifacts to prefer a commit hash - #8928

Warn when --commitHash is omitted because "latest" can point to different commits per platform, and fail clearly when artifacts for a given commit are missing. Keep CLI args as strings so digit-only hashes are not coerced by minimist. Co-authored-by: Florian Rival <4ian@users.noreply.github.com>
