yarn create-release-branch's changelog audit/finalization pass silently dropped pre-existing Unreleased entries for these two packages (account-tree-controller #9825; perps-controller #9857, #9032, #9865, #9868) even though neither package is part of this release. Restore both files to their origin/main state so this release only touches assets-controller and its dependents.
…elogs bridge-controller and transaction-pay-controller both picked up @metamask/assets-controller ^13.1.2 -> ^13.1.3 as part of this release's dependency-range bump, but that wasn't reflected in either package's own CHANGELOG. Add the Unreleased entries, matching the existing convention for dependency-bump entries.
