• Update @wordpress/build dev dependency from 0.16.0 to 0.16.1

Why?

The AI plugin's wp-admin page had a black flash/flicker when loading.

How?

• Updated @wordpress/build dev dependency from 0.16.0 to 0.16.1 in package.json and run npm install

Use of AI Tools

Testing Instructions

1. Navigate between standard WordPress admin pages (Dashboard, Posts, Pages, Plugins, etc.).
2. Observe that pages load normally without any visual flash.
3. Navigate to: AI
4. Observe the page loading behavior

Thanks for working on this @prasadkarmalkar

I quickly tested the fixes in this PR using the Playground instance created via the button provided in the PR description. However, I'm still able to observe the visible flicker, so it appears the issue may not be fully resolved.
