[Tracking] Settings pages polish pass — per-page visual and layout audit

Scope

This issue tracks the visual, layout, responsive, and state audit of all 14 Settings destinations.

It does not decide Settings information architecture, redesign module subpages, or reopen token and primitive governance that has already landed. Settings IA and page-boundary decisions are tracked by #1490. Module-page simplification is tracked by #1452.

Known remaining findings

• Settings must remain usable at the supported 480px window floor without horizontal page scroll or clipped controls.
• General, Memory, Open Gateway, Daily Review, and Web Search must converge on the shared section and control-row grammar in refactor(ui): unify the Settings composition grammar #1360.
• Memory's .settingsMemoryPreview and .settingsMemoryBackupList still require final narrow-layout verification under the combined fix(desktop): polish list pages — Usage, Memory, and Web Search #1479 / fix(desktop): stack settings form rows on narrow cards — General and Appearance #1481 result.
• Open Gateway's proxy grid is outside the grouped-row container and must be migrated through refactor(ui): unify the Settings composition grammar #1360 rather than hidden inside the completed fix(desktop): open gateway listen-address overflows its metric tile #1304 pilot.
• Models stories must use a complete bridge and must be audited after Fix model connection credential reveal and save flow #1421 lands.

Working surface and evidence

• Use a production-faithful Product Storybook story as the deterministic iteration surface; baseline governance is tracked by test(ui): make Product Storybook baselines production-faithful and CI-rendered #1489.
• Add missing populated, empty, error, pending, long-content, and narrow variants before changing the state they represent.
• Lock layout and cascade invariants with focused computed-style or text contracts, not screenshot baselines.
• Confirm final geometry once in the built Electron app and attach one live-app before/after capture to each visual PR.
• Use Electron E2E only for representative journeys that cross renderer and main boundaries.

• Loading, error, empty, pending, long-label, and long-value behavior is consistent where the semantics are equivalent.
• Keyboard order, visible focus, contrast, both themes, and the built-app result are verified.

PR #1308 removes the screenshot capture layer (prerequisite checkbox 1). Verified: typecheck (4 tsconfigs), Biome format+lint, 80/80 fixture + chat-chrome/radius contract tests, audit-alignment.mjs (CI), and 15/15 fixture-driven Playwright E2E specs (scroll-geometry, settings, permission-takeover, locale-renderer, bot-onboarding) all green; build-storybook builds. The chat-chrome seam/corner invariant is already covered by chat-chrome-no-gradient-contract.test.ts.

PR2 (checkbox 2) scope widened beyond a mechanical rename: it now also refreshes the present-tense "screenshot pipeline" / "auto-capture" rationale comments in the kept fixture code (Codex P3 on #1308). PR2 already rewrites every visual-smoke reference, so folding the rationale-comment refresh into that textual-alignment pass is lower total churn than sweeping the comments in PR1 and re-touching them in PR2. Tracked here so the P3 is not silent.
