Summary

• bump root and Desktop release versions to 0.1.3
• add the 0.1.3 changelog covering Runtime Host, Graph/Swarm, Astryx 0.2.0, reliability, test/CI simplification, removals, and macOS distribution
• retain an empty Unreleased section for subsequent changes

Local verification

• version consistency check across both manifests and lockfile

Full-test note

npm test completed its build and script-test phases, and all emitted assertions passed, including Desktop (1382/1382). The local runner did not terminate because existing storage/root-authority and runtime-host/host-kernel test processes retained idle UDS handles. No production or test code changes are part of this PR; PR/main CI remains the authoritative release gate before the macOS workflow is dispatched.

Release boundary

After this PR lands and the exact main commit passes CI, dispatch Release macOS arm64. The workflow must create a signed/notarized draft v0.1.3 release. Public publishing remains blocked on the separate Apple Silicon quarantine acceptance checklist.
