[Bug] Function update fails with existing http url

• I understand that unsupported versions don't get bug fixes. I will attempt to reproduce the issue on a supported version of Pulsar client and Pulsar broker.

Broker version: 3.0.16, 4.0.10
Broker Operating system and hardware type: Rocky 9, x86-64
Broker Java version: Temurin-17.0.18+8, Corretto-21.0.11.10.1

Issue Description

Updating Pulsar functions (pulsar-admin functions update ... ) fails when the function was created with a jar that was provided as a http url.

Error messages

Error from pulsar-admin command:
