docs: import the global agent rules into CLAUDE.md - #408

CLAUDE.md existed but referenced no global rules, so a session here loaded neither model-behavior.md (per-model delegation/verification guidance, which is opposite between Opus 5 and Fable 5) nor coding-standards.md.
