Roles select for non super users not working since 5.73.23

How to reproduce

1. Install 5.73.22
2. Create two users
3. Create role with assign roles permission
4. Add role to user A as super user
5. Try to select role for user B (without being a super user)
6. Update to 5.73.23
7. Try the same
8. Update to 6.x
9. Try the same

I'm running into the same issue. However, I found that super users actually can assign roles, but only if they have the edit roles permission. Which is not a permission I want to give my clients, so it's still a problem. And a relatively urgent one, too, because as it stands, I have to do all user management for all of my clients, because they can't assign roles.

Yeah, sorry. I was in a bit of a rush and missed those references completely. Weird how the human brain sometimes works (or at least, mine). Glad to see a fix is on its way though 🙂
