    Pattern 1: Monitoring bodies are building toward scale.
Monitoring bodies tasked with ensuring EAA compliance are:

Expanding activity.
Refining targeting.
Taking sequential action.
Knowledge-sharing.
Hiring.
    Pattern 2: Civil society enforcement is accelerating.

The EAA creates a multi-channel complaint system. Consumers can complain: 

To a company.
To a disability advocacy organization.
To a monitoring body.
Via litigation.
    Pattern 3: Most organizations are not operationally ready.

Common internal gaps include:

Legal, compliance, and product teams are working in silos.
Legal teams lack technical accessibility expertise to vigorously evaluate risk. 
Organizations are waiting for complaints before taking any action. 
Teams have no established process for responding to complaints.
