Finished migrating our 23,000+ test suite from PHPUnit to @pestphp 5, also moved tests over from MySQL to SQLite and added time based sharding to our CI

CI: 10–15 mins
Local: 5–6 mins
After
CI: 2–3 mins
Local: 4s with TIA
