My sense is that it matters inasmuch as it's a signal of what Trump is/is not focused on.

I don't think it's changing votes, but "Gulf of America" was lowkey one of the most unpopular polling things Trump did this entire term. And unlike Canada, there's actually a constituency for Mexico bashing.
