Typo in CHANGELOG.md#30585

In the CHANGLOG.md a date for version 13.2.0 is incorrect. It states 2019-21-19 and should probably be 2019-11-19. Here is the link: https://github.com/nodejs/node/blob/master/doc/changelogs/CHANGELOG_V13.md#2019-21-19-version-1320-current-mylesborins
