feat: system notification support workspaces

Summary

• add the Tauri notification plugin dependency and expose a sendNotification helper
• surface system notification settings/UI + toggle alongside existing notification sound controls
• implement a hook that emits system notifications when long-running agents finish and wire it into the updater controller
