What?

This PR updates the tags as noted in #607 and updates the readme.txt and main PHP file to the current WordPress.org standards (1, 2) including adding/updating license references.

Closes #607.

Why?

WP.org didn't like our previous, lengthy list of tags; our headers were out of sync with current WP.org expectations; our license wasn't properly declared in some places.
