Yup, I'd agree with this. We also recommend it at https://developer.mozilla.org/en-US/docs/Learn_web_development/Getting_started/Environment_setup/Code_editors#what_code_editors_are_available.

I added NotePad++ to the text editor recommendations in the "How much does it cost to do something on the Web?" page.
Motivation
I thought NotePad++ is a powerful and useful free text editor that could've been mentioned on the page.
